Defense Budget Process

National Defense Components

National defense (050) consists of the Department of Defense (051), defense-related activities in Department of Energy (053) and defense-related activities found in other federal departments (054) such civil defense, the Selective Service (draft), and the Federal Emergency Management Agency (FEMA).

Not included in national defense budget function are veterans affairs, international affairs, NASA and some Coast Guard activities, although many of these activities could arguably be considered part of spending on national security.


Department of Defense (051) itself is subdivided into the following budget titles:

  • Military Personnel
  • Operations & Maintenance
  • Procurement
  • Research and Development
  • Military Construction
  • Family Housing
