The Bush Administration today announced that it will request some $483 billion to cover the peacetime costs of Department of Defense (DoD) in fiscal year (FY) 2008.1 In addition to this funding in DoD’s “base” budget, the administration’s latest plan includes a request for $141.7 billion to cover the FY 2008 costs of the Global War on Terror (GWOT), including military operations in Iraq and Afghanistan. Thus, altogether, under the new plan DoD is projected to receive some $624.6 billion in FY 2008.

Cost of Defense Plans and Forces

Overall

The US military currently receives some $460 billion (2007) annually to cover the cost of its peacetime force structure, modernization and readiness requirements. This includes funding for both the Department of Defense and Department of Energy defense activities. It excludes funding provided in special supplemental and other emergency appropriations used to cover extra costs associated with the ongoing wars in Iraq and Afghanistan.

Notwithstanding the enormous level of resources provided to cover these programs and activities, fully implementing existing modernization and other plans would require substantially increasing US defense spending above today’s level. These pressures are caused by cost growth in weapons acquisition programs, as well as operations and support activities, such as military pay and benefits, and equipment maintenance and repair. In coming years, the US policymakers will need to either provide this additional funding, or make hard choices concerning particular weapons systems or other programs to cancel or scaleback.
