Glenn Harned has been a non-resident Senior Fellow at the Center for Strategic and Budgetary Assessments since April 2011.
Prior to joining CSBA, he was a Principal (senior executive), Program Manager, and Senior Defense Analyst in charge of developing, managing, and leading the firm’s Northern Virginia-based Special Operations Forces (SOF) and Irregular Warfare (IW) support to the Office of the Secretary of Defense (OSD), U.S. Special Operations Command (USSOCOM), U.S. Joint Forces Command (USJFCOM), Theater Special Operations Commands, U.S. Marine Corps, and U.S. Navy. He was the primary author of the 2002 SOF Realignment Study that recommended sweeping changes to prepare the SOF for enduring wartime requirements, a 2005 study for the president regarding the 9/11 Commission recommendation that responsibility for paramilitary operations shift from the CIA to DoD, and the Irregular Warfare Execution Roadmap that operationalized broad IW policy decisions of 2006 QDR. He was also a major contributor to the 2006 Multi-Service Concept for Irregular Warfare co-sponsored by USSOCOM and USJFCOM, the first USSOCOM Capstone Concept for Special Operations, and the first two versions of the DoD Irregular Warfare Joint Operating Concept.
Glenn had served in the U.S Army for 28 years, advancing to the grade of colonel. His last active duty assignment was as Acting Director of Special Operations Policy in OSD. Earlier assignments included Director of Training, Doctrine, and Concept Development at the U.S. Army John F. Kennedy Special Warfare Center and School; Commander of the joint Special Operations Command in Korea; SOF Branch Chief in the Joint Staff J-3 Special Operations Division; and Commander of the 2nd Battalion, 1st Special Forces Group. While on active duty, he authored two Army field manuals, a joint doctrinal publication, and numerous articles for professional military journals.
Glenn holds a B.S. in Economics from the Wharton School, an M.S. in Business Administration from Boston University, and two M.M.A.S. degrees from the Army Command and Staff College. He is a distinguished graduate of the Army Command and General Staff College and the Marine Corps War College and a graduate of the Army School of Advanced Military Studies.
