Ryan Kaufman is a Visiting Fellow at the Center for Strategic and Budgetary Assessments and a Ph.D. student in political science at The George Washington University. His research centers on U.S. defense strategy, emerging technologies, and the future of warfare. He previously served as an information warfare officer in the U.S. Navy, completing multiple deployments to Japan and South Korea and qualifying as a Weapons and Tactics Instructor (WTI). In his final active-duty tour, he was the daily intelligence briefer to the Secretary of the Navy, the Chief of Naval Operations, and their staffs. Over the course of his career, he was twice recognized as the Navy’s Intelligence Officer of the Year. He continues to serve in the U.S. Navy Reserve.
